Lets take a look at a build we call the “Toad Tank” build. The Witch Doctor fits the category of a fragile class that has a hard time withstanding melee hits. Unless we have a change of perspective. To make it work though, gear is essential as well as the right skill choice.

The Mechanics Of The Build
As expected, the build does not focus on damage but on survival. Except for Plague of Toads, there is not much to work with that bring mobs down faster. Instead we have a lot of survivability from Spirit Walk which is great to have around in critical situations. It can heal the Witch Doctor for 14% when used.
Horrify acts as the primary crowd control ability when there are to mobs around. Even with the proper setup, the character can risk an unnecessary death if he gets surrounded. Horrify fixes this problem by sending away the foes and granting a 100% armor bonus for 8 seconds.
Hex should always be on cooldown. It is extremely efficient for damage avoidance by polymorphing enemies into powerless hens.
Last but not least, Big Bad Voodoo should be used when mana is critical or against packs of Elites. Other than that it should remain available for difficult situations.
Looking at the passives, all of them provide defensive bonuses. Jungle fortitude reduces all types of damage by 20% while Bad Medicine causes the enemies hit by Plague of Toads to deal 20% less damage.
Vision Quest is the obvious choice for this setup as it can make Plague of Toads spammable when 4 skills are on cooldown. This can be worked out without using Big Bad Voodoo as Grasp of the Dead itself has a 8 second cooldown.
For the gear selection.
The main stats to go for are Intellect, Vitality, Resist to All and Life on Hit.
Since we will use a shield, block chance becomes important and Help of Command would fit nicely in the gear setup.
Combined with the Justice Lantern, block chance can go over 40%. A piece with Dexterity would improve avoidance.
Ideally, 100 Dexterity is enough to add some dodge to the mix without suffering from diminishing returns. This entire gear setup and the defensive build will cause the Witch Doctor to have a very low damage output.
It can work for Act 1 without major problems. However, as the Inferno difficulty progresses trough the Acts, in some cases, some packs of mobs may reach the enrage timer.
