Wizard Power Hungry Gives Arcane Bonus for Health Globes!
Wizard Power Hungry was made available for Wizards of a minimum level 10.
The way this skill works makes it obvious that it was designed for leveling characters. Simply put each time the Wizard gets healed by a health globe he gains 30 Arcane Power.
Let’s not forget that Arcane Power has a fixed maximum value and a 30 point gain is quite significant. At early stages in the game, the regeneration rate of this resource is very low.
There are also limited items and runes to enhance it. As the leveling process progresses, this skill can substitute Arcane Power augmentations. When the Wizard gets hold of more powerful loot and skills, Power Hungry can be swapped for another passive trait.

At later stages of the game it might not be worth it to spend one slot out of the three possible for passive skills on Power Hungry. However, until your Diablo 3 Wizard gets there, this is a great skill to have.
From a PVP perspective the same principle applies but not for all situations. This skill is gear dependent. If the gear is packed with Arcane Power regeneration properties, Power Hungry can be disregarded. If the gear is focused on other bonuses, this particular skill might seem to be worth a try.
However, in a PVP match both team mates and opponents will rush to get a healing orb. Missing an orb when it spawns would make this skill a waste of passive slots.
